The opportunity to work in a safe and healthy environment and to be treated equitably in the workplace is a basic human right. Unscrupulous employers who take advantage of workers with disabilities should be held accountable to the fullest extent of the law. Where the law fails to protect workers, it needs to be changed. Where government agencies fail to enforce the law, they should be held accountable. It is a little known fact that under current law in the United States, workers with a disability may be paid less than the minimum wage. The payment of subminimum wages to individuals with disabilities commensurate with their production rates is authorized by special certificates issued by the Department of Labor.
